Two pieces of legislation put the obligation on the building's responsible person, not on a contractor. Both are worth knowing before an inspection makes them urgent.
The responsible person for a building must carry out a fire risk assessment and keep it under regular review. It applies to virtually all non-domestic premises and to the common parts of residential buildings.
A refurbishment, a change of use, or a new tenant layout can leave an assessment out of date fast. An assessment that no longer reflects the building isn’t a current one.
Since 23 January 2023, in multi-occupancy residential buildings above 11 metres, fire doors in the common parts must be checked quarterly, and flat entrance doors annually on a best-endeavours basis.
Checks need a record. A door-by-door schedule with photographic evidence is what stands up when someone asks to see it.
Fire compartments are routinely breached by cabling, pipework and ductwork installed long after handover: above ceilings, inside risers, in roof voids. A standard fire risk assessment samples; it does not open up.
Where compartmentation drawings are missing or out of date, a dedicated survey is the only way to know what you have.
